  • changes to no waiting Monday to Friday 8am to 9.30am and 3pm to 4pm restrictions on Cleadon Lane, Whitburn

South Tyneside Council  - Notice of proposed new zebra crossing - Cleadon Lane, Whitburn 2024

NOTICE is hereby given that South Tyneside Council, after consultation with the Chief Officer of Police and having notified the Secretary of State in writing proposes under Section 23 of the Road Traffic Regulation Act 1984 and sections 90A and 90C of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 to install a new Zebra crossing in the place described in schedule 1 below.

SCHEDULE 1

New Zebra Crossing

Cleadon Lane, Whitburn

The centre of the crossing is to be located 5 metres southeast of the junction with Central Avenue

 

Associated zig-zag markings on which vehicles would be prohibited from stopping at all times will be marked either side of the crossing extending up to 22 metres north westwards and 13 metres south eastwards.

The raised crossing plateaux will consist of a raised surface above the existing carriageway for the full width of the road located 5 metres southeast of its junction with Central Avenue for a distance of 6 metres in a south easterly direction with ramps measuring 2 metres in length.

The raised crossing is necessary to ensure safety of pedestrians at this point and to reduce traffic speeds.

South Tyneside Council (Cleadon Lane - Whitburn Village Primary School) Order 2024

South Tyneside Council proposes to make an Order under the Road Traffic Regulation Act 1984 and all other enabling powers.

The effect of the Order will be to:

Revoke

  • No waiting and no loading / unloading at any time on Cleadon Lane, Whitburn
    • south side from a point 8 metres east of its junction with the south east section of the turning circle to Whitburn Village Primary School for a distance of 139 metres in a south easterly direction
  • No waiting and  no loading / unloading Monday to Friday 8am to 9.30 and 3pm to 4pm  on Cleadon Lane, Whitburn
    • from a point 8 metres south east of its junction with the school entrance for a distance of 139 metres in a south easterly direction.

Introduce

  • No waiting Monday to Friday 8am to 9.30am and 3pm to 4pm on Cleadon Lane, Whitburn
    • north side from its junction with Central Avenue in a westerly direction for a distance of 128 metres
    • south side from a point 44 metres west of its junction with Central Avenue in a westerly direction for a distance of 78 metres
  • No waiting at any time on Cleadon Lane, Whitburn
    • both sides from a point 22 metres east of its junction with Central Avenue in an east / south easterly direction for a distance of 212 metres
    • Reduction in the extent of the 30mph speed limit on Cleadon Lane, Whitburn  
      • 30mph speed limit will be from a point 213 metres west of the extended line of the western kerb of Central Avenue for a distance of 110 metres in a westerly direction                                                  
  • Increase to extend of the 20mph speed limit on Cleadon Lane, Whitburn 
    • 20mph speed limit will be from a point 213 metres west of the extended line of the western kerb of Central Avenue in an easterly direction to its junction with North Guards

Full details of these proposals are contained in the draft order which, together with a plan showing the lengths of road affected and a statement of the Council's reasons for proposing to make the Order, may be inspected from Monday to Friday during normal office hours at the Town Hall at the address below.
