South Tyneside Council (Glasgow Road Area, Simonside, Jarrow School Streets) Experimental Traffic Order 2023
Notice s hereby given that on 6 September 2023 The Council of the Borough of South Tyneside ("the Council") made an Experimental Traffic Order under Sections 1, 2, 9, 10 and 11 of the Road Traffic Regulation Act 1984 and all other enabling powers.
The effect of the Order is the Prohibition of Driving Except for Access to Off-Street Premises or Pedal Cycles between 8am to 9.15am and 2.30pm to 4pm in Glasgow Road, Ayr Drive, Crieff Grove and Aran Drive, Jarrow for their entire lengths.
A prohibition of driving is necessary within the area to reduce vehicle congestion, indiscriminate parking, and the risk to pedestrian safety during school pick up and drop off times.
The Order comes into operation on 18 September 2023 on an experimental basis and it will remain in force on an experimental basis, unless made permanent, for a maximum period of 18 months.
The reason for proceeding by way of an Experimental Traffic Order is to assess the effectiveness of the prohibition of driving, with a view to making it permanent if successful.
Full details are contained in the Experimental Traffic Order which, together with a map showing the lengths of roads affected and a statement of the Council's reasons for making the Experimental Traffic Order, may be inspected from Monday to Friday during normal office hours at the Town Hall at the address below. The Council will be considering in due course whether the provisions of the Experimental Traffic Order should be continued in force indefinitely. Within a period of 6 months from 18 September 2023, any person may object to the making of such a permanent Order. Any such objection must be in writing, stating the grounds on which it is made, and be sent to the Corporate Lead, Legal & Governance FAO Kathryn Ruddy at the address below or by emailing roadsafetyconsultations@southtyneside.gov.uk. Any comments in support of the Experimental Traffic Order are also invited during this period again by emailing roadsafetyconsultations@southtyneside.gov.uk.
Any person who wishes to question the validity of the Experimental Traffic Order or of any of its provisions on the grounds that it is not within the powers conferred by the Act or that any of the requirements of the Act or of any relevant regulations made thereunder has not been complied with may, within 6 weeks from 06 September 2023 when the Experimental Traffic Order was made, make an application for that purpose to the High Court.
