What position you can apply for
Panels must be made up of three to five members.
They must include at least one lay member and education expert.
Lay members
Lay members are people who:
- do not have personal experience in managing schools or the education provided in any school. This doesn't include experience as a school governor or voluntary work
- have not had any connection with the Council or Council employee that might raise doubts about their ability to act impartially when determining an appeal
Education experts
Education experts are people who:
- are not members of the Council, but have experience in education
- are familiar with the educational conditions in the area of the Council or are parents of registered pupils at a school
- are not Council employees (except teachers)
